JAKAYA MRISHO KIKWETE, PRESIDENT OF THE UNITED REPUBLICOF TANZANIA, AT THE LAUNCHING OF THE PRESIDENTIAL AWARD ON THE EXTRACTIVE INDUSTRY CORPORATE SOCIAL RESPONSIBILITIES AND EMPOWERMENT (CSRE) HELD AT HYATT KILIMANJARO HOTEL ON 28th FEBRUARY, 2012 Hon. William Ngeleja, Minister for Energy and Minerals; Hon. Ministers, Deputy Ministers, Hon. Regional Commissioners; Hon. Members of Parliament; Ambassadors and High Commissioners; Mr. Joseph Kahama, President of the Tanzania Chamber of Energy and Minerals; Ms. Catherine Lyombe, Mining Stakeholders Forum; Invited CEOs of Extractive Companies and Related Services; Representatives of Financial Institutions; Distinguished Guests; Ladies and Gentlemen; I thank you honourable Minister for inviting me to participate at this historic event of launching the Presidential Award on the Extractive Industry Corporate Social Responsibility and Empowerment Programme (CSRE). I am delighted that the Award will be contested annually and companies with outstanding performance will be acknowledged. Ladies and Gentlemen; I am happy with the key indicators developed to evaluate the scores for the Award. In this regard, I consider very pertinent indeed, to include in the indicators things like; 1. Community well-being and sustainability; 2. Human resource development and training; 3. Local industry participation; 4. Community safety, water and environment; 5. Social infrastructure such as housing and health services; and, 6. Infrastructure development such as roads, electricity etc. I commend you, and all those involved in conceiving the ideas and all those who made it happen as we are witnessing today. The Presidential Award on CSR and Empowerment that we are launching tonight is an important milestone in the history of the extractive industry in Tanzania. It is intended to align corporate policies and practices of companies in the extractive industry with sustainable development. It is about making local communities where companies operate, benefit from the operations of the companies. And, it is about the companies benefitting from the friendliness, harmony, understanding and cooperation that will ensue with the government and the people in the areas where the companies operate. Business leaders; Ladies and Gentlemen; The concept of CSR is not new to Tanzania, the world and to all of us gathered here this evening. Nowadays, it is increasingly becoming a normal international practice. Almost all major companies in the country have put corporate social responsibility in their mission statements, policies and internal management systems. What is new to us Tanzania, therefore, is the Award we are launching tonight. Otherwise, companies have been working to ensure that local communities receive some direct benefits, and contribute to broadening social and economic sustainable development. If principles of Corporate Social responsibility are observed and delivered, companies will enjoy very good relations with the communities around them. If companies pay taxes that are due to the State, rightfully and timely, they will have good relations with the government. Likewise, if the government and communities aptly deliver on their part of the responsibilities they will enjoy good relations with companies. In the end everybody benefits and a win-win situation will be realised. I believe, this is the best insurance policy one can long to have as an investor and as an investment destination. If this is absent there is every risk of friction which is not healthy for business and may put the investment in jeopardy. Everybody will be at risk losing. Ladies and Gentlemen; As alluded to earlier, under CSR and Empowerment, companies are expected to contribute to the provision of important social and economic services to the communities where companies are located. Besides that, I would like to mention and underscore two or three importance things. The first one is about sourcing goods and services locally. Companies should make it their policy to engage local companies and local people in this regard. There are services which can be sourced locally, there is no need of importing them from abroad. This is the best way to promote local empowerment and an excellent way of promoting socio-economic growth in the economy of the area and the country. This way, the company is integrating itself in the socio-economic life of the people by creating jobs and incomes. It engenders, what economists call backward and forward linkages. This will make the people strongly feel a sense of ownership and an obligation to protect the investment. But if such things are absent people will have no stake in operations of the company. As a result, they may care less about the presence, survival and progress of the company. They may even turn hostile. May I make a humble appeal to all companies in different sectors to take this matter seriously. The other thing I would like to mention with regard to CSR policies is the relationship between large companies and small companies and local people engaged in the same industry. It is incumbent upon large companies to realise that assisting local players to make progress is in their best interest. Big companies should use their economic strength and technological capacity to help small players improve their operating systems, increase productivity, production and improve their affairs in general. I believe, it will reduce jealousies, minimise friction, avoid unnecessary hostility and increase friendship and cooperation. Take the case of artisanal mining activities in the vicinity of large mining operations in Tanzania. If the latter assists the former and treat each other as partners, instead of competitors or contenders, it will very much improve relations between the two players who need each other. It will clear undue misunderstanding and remove the mistrust and resentment. Attitudes of hostility, threats and violence can easily be avoided. In the end everybody benefits. Ladies and Gentlemen; The extractive industry can emulate the good practice of out-growers scheme around sugar plantations and sugar factories in Tanzania. In those cases, the large company supports small scale farmers, as out-growers, in several ways including provision of important services such as extension services, seedlings, technical know-how and market for their sugar cane. I think this is a good model to look into. It enhances local productive capacity and ensures sustainability of income to farmers. May this Award inspire companies in the extractive industry to emulate this example and strive to do what is possible to assist the local small scale investors grow and promote long-term economic and social sustainability. Ladies and Gentlemen; We in government consider CSR and Empowerment in the extractive industry very important indeed. By their very nature, most of the operations in extractive industry are not renewable. They get depleted as extraction continues. As such if there are no proper arrangements for tangible benefits to the communities where the operations are located, they could easily become a source of discontent and resentment. When the resources are completely exhausted and operations are stopped, the questions people would hasten to ask is about how did they benefit? The centrality of having mechanisms whereby communities and the country benefits even at the end of the life of the operations, therefore, need no emphasis. We would like to see when such eventuality comes, everybody says we have benefited. Contrary to that may create apprehensions and even resentment of large investors in the extractive industry especially when they are foreign based. I believe, this is doable. Let us heed the old adage “where there is will there is a way”. Let us gunner the will to do it for our sake. Honourable Minister; Distinguished Guests; Ladies and Gentlemen; Before I conclude, let me, once again, sincerely thank the Mining Inter stakeholders’ Forum (MISF) and the Ministry of Energy and Minerals for conceiving the idea and introducing the CSRE Presidential Award in Tanzania. We are a little bit late, but it is better late than never. I am confident the Award will stimulate and encourage the extractive companies to take interest in the communities around them and deliver on corporate social responsibility and empowerment. I invite business leaders here tonight to heed this our call and rise to the challenge. With these many words, I now announce that the Corporate Social Responsibilities and Empowerment Presidential Award on Extractive Industry is officially launched. Thank you for your kind attention!

Makamu wa Kwanza wa Rais wa Zanzibar Maalim Seif Sharif Hamad amewataka wafanyabiashara katika eneo la mji mkongwe kushiriki katika shughuli za ulinzi shirikishi kwa kusaidia kuviwezesha vikundi hivyo ili vifanye kazi zake kwa urahisi.

Amesema wafanyabiashara ni wadau muhimu katika kufanikisha shughuli hizo, ikizingatiwa kuwa lengo la polisi jamii ni kuimarisha usalama wa wananchi na mali zao.
Maalim Seif ameeleza hayo huko Malindi mjini Zanzibar baada ya kutembelea sehemu mbali mbali za shehia hiyo kuangalia maendeleo ya kazi zinazofanywa na polisi jamii katika eneo la mji mkongwe.

Amesema mafanikio makubwa yamepatikana tangu kuanzishwa kwa vikundi vya ulinzi shirikishi ikiwa ni pamoja na kupambana na vitendo vya uhalimu na uhifadhi wa mazingira.
Amesema eneo hilo lilikuwa moja kati ya maeneo yaliyokithiri kwa uhalifu na uchafuzi wa mazingira, lakini sasa hali imekuwa ya kuridhisha na kuwataka polisi jamii wa eneo hilo kuongeza juhudi katika kufikia malengo ya kupambana na uhalifu ukiwemo wa matumizi ya dawa za kulevya.

“Mumekataa vitendo viovu katika eneo lenu na mumefanikiwa kwa sababu mumeamua kupambana navyo kwa nguvu zote, hongereni sana kwa kazi nzuri” alipongeza Maalim Seif.
Kwa upande wake makamu mwenyekiti wa kikundi cha polisi jamii katika eneo la mji mkongwe Bw. Said Mkweche, amesema licha ya kufanya kazi katika mazingira magumu, wamepata mafanikio ambayo ni ya kupigiwa mfano kwa shehia nyengine.

Amesema mafanikio hayo yamepatikana kutokana na kuondoa muhali miongoni mwa wanajamii, na kuzitaka shehia nyingine kuiga mfano huo kwa lengo la kudhibiti vitendo vya uhalifu katika maeneo yao.

Nae Sheha wa Shehia ya Malindi Bw. Himid Omar ameiomba serikali kuunga mkono kwa nguvu zote juhudi zao hizo na kuomba kupatiwa msaada kwa ajili ya matengezo ya banda lao wanalotumia kwa ajili ya kuratibu shughuli za ulinzi shirikishi katika eneo hilo.Wakati huo huo, Makamu wa Kwanza wa Rais wa Rais amekutana na Balozi wa Pakistan nchini Tanzania na kuelezea haja ya kuendeleza ushirikiano katika nyanja mbali mbali zikiwemo elimu, biashara na utafiti wa kilimo.

Amesema Zanzibar inafuarahia uhusiano mzuri wa muda mrefu uliopo kati yake na Pakistan na kutaka uhusiano huo uendelezwe kwa maslahi ya pande hizo mbili.Amefahamisha kuwa Pakistan ni miongoni mwa nchi zilizopiga hatua katika masuala ya ulinzi ya usalama pamoja na utafiti wa kilimo, na kumtaka balozi huyo kuangalia uwezekano kwa nchi yake kuongeza nafasi za masomo kwa Zanzibar katika fani hizo ili nayo iweze kupiga hatua za maendeleo.

“Kwa sasa tutajifunza kutoka kwenu kutokana na uzoefu mlionao katika nyanja hizo, na si vibaya ikiwa tutapata fursa zaidi kwa vijana wetu kwenda kujifunza nchini Pakistan”, alifafanua Maalim Seif.

Aidha amesema Zanzibar inaweza kushirikiana na Pakistan katika kilimo cha umwagiliaji kutokana na nchi hiyo kuwa na uzowefu mkubwa katika kilimo cha mpunga ambacho ndio zao kuu la chakula kwa Zanzibar

Makosa yetu mengine hutokana na woga; woga unaotuzuia kumlaumu mkubwa japo tunajua kuwa kakosa, au kumtetea mdogo anayelaumiwa na wakubwa japo tunajua kuwa hana makosa. Na msingi wa woga ni unafsi. Pengine huwa tunaogopa sisi wenyewe kulaumiwa au kupata hasara fulani. Pengine twaweza kuwa hatuna cheo chochote ambacho tunaogopa kupoteza; pengine huwa hatuna wala tamaa yoyote ya kupata cheo fulani. Lakini woga unaweza kutokana na tamaa ya kila binadamu kupendwa na binadamu wenzake. Sisi wote tunayo tamaa hii, au sivyo tusingekuwa binadamu. Woga huu huweza ukamfanya mtu kuvumilia maovu, hasa kama maovu yale yanatendwa na walio wengi kwa walio wachache, au yanatendwa na wakubwa kwa wadogo. Kwa kuogopa kuwaudhi wengi tunawaacha watende makosa bila kuwasahihisha, wasije wakatuchukia. Huu ni unafsi mbaya sana.

Nimeanza na nukuu hii ya Baba wa Taifa Mwalimu Julius Kambarage Nyerere ili kuwajibu wasomaji kadhaa ambao wamediriki kusema nina chuki binafsi dhidi ya Mheshimiwa Rais Jakaya Kikwete. Hao hawanijui. Wapo wanaosema tayari kazi ya 2015 imeanza! Sijui ni nani mwenye mawazo finyu anayeweza kupambana na mtu anayeng’atuka! Anapambana ili iweje? Haya ninayoyaandika, yanatokana na msukumo wa kuwasaidia viongozi wetu, akiwamo Mheshimiwa Kikwete.
Isitoshe, Oktoba, 2005 Mheshimiwa Kikwete mwenyewe akiwa mgombea urais kupitia Chama Cha Mapinduzi (CCM), alifanya mahojiano maalumu na aliyekuwa Mkuu wa Idhaa ya Kiswahili ya Shirika la Utangazaji la Uingereza (BBC), Tido Mhando. Katika mahojiano hayo yaliyofanyika London, Uingereza, Mheshimiwa Kikwete alieleza bayana msimamo wake wa kutumia vyanzo mbalimbali kupata kile kilichokuwa kikiendelea mitaani. Alisema:
“…Kuwa rahisi kuyasikia ya watu, hili ndilo jambo kubwa katika uongozi, ili uweze kuwa unayasikia mambo mbalimbali ya watu badala ya kuwa na njia moja ya kusikia wanavyosema wananchi wako. Kwa hiyo, lazima utengeneze namna ya kukutana na watu wengi…unajua tatizo la kusikia mambo ya huku duniani kupitia njia moja, wakati mwingine wanaweza kuwa wanakuletea yale tu ya kukufurahisha…oh, unajua mzee mambo huku ni mazuri, huko mitaani huko kila mtoto anayezaliwa anapewa jina la Jakaya…eh, Jumamosi hii mzee, watoto wote wa kiume waliozaliwa Muhimbili wanaitwa Jakaya…unaendelea hivyo mpaka mambo yanaharibika. Ni lazima pia uwe na namna zako nyingine za kupata habari zako. Nina watu wengi nawafahamu mitaani, kuna mabaraza ya wazee na kadhalika.”
Haya ni maneno yake Mheshimiwa Kikwete mwenyewe aliyoyazungumza Oktoba, 2005. Wengine tuliyazingatia haya na ndiyo maana tumejipachika dhima ya kumweleza kinachoendelea mitaani. Naamini yeye mwenyewe hawezi kushangaa kuona nimeamua kuitumia njia hii ya waraka kumfikishia yale yanayosemwa mitaani. Kama alivyosema mwenyewe, kutegemea njia moja kufikishiwa mambo muhimu, kuna walakini. Wapo wanaolalamika kwamba huenda Usalama wa Taifa hawampi haya, au kama wanampa, basi amekuwa mbishi na mpuziaji. Hata pale alipoamua kuwatumia wazee, amekuwa “akiwahutubia”, huku tukiambiwa kwamba “anazungumza na wazee!”. Wazee anaochangua kuzungumza nao ni mabubu? Mazungumzo gani yasiyoruhusu hoja kutoka upande wa pili?
Nirejee kidogo kwenye mada. Yeyote aliyemsikia Rais Kikwete wakati akihutubia wafuasi wa CCM wana wananchi wakati wa Maadhimisho ya Miaka 35 ya Kuzaliwa kwa CCM yaliyofanyika kitaifa jijini Mwanza, atakubali kuwa maneno anayozungumza Nape Nnauye, huwa ni yake. Ni kawaida ya Rais Kikwete kujaribu kukwepa lawama kila inapowezekana. Amekuwa wakiwatumia kina Nape kufikisha ujumbe, lakini amekuwa mwepesi wa kusema si yeye aliyewatuma. Inaiwia vigumu kuamini kuwa mwajiriwa anaweza kuwa jeuri mbele ya mwajiri. Nape ni mwajiriwa. Haiwezekani akawa anatoa kauli zisizomfurahisha mwajiri wake-Rais Kikwete-halafu akaachwa hivi hivi. Akili ya kawaida inakubali kuwa Rais amekuwa akimtuma Nape kuyasema anayosema, ingawa inawezekana si yote.
Kama hivyuo ndivyo, ebu tujikumbushe hili la kuwazuia wanaotaka urais wasijitokeze sasa. Huko nyuma nimepata kusema kwamba kitendo cha kuwazuia wana CCM na Watanzania wenye sifa zinazostahili kujitokeza sasa kutangaza nia, au kuanza maandalizi, ni kuwaonea. Haiwezekani jambo hilo likawa limehalalishwa kwa Mheshimiwa Kikwete tangu mwaka 1995, lakini sasa likawa haramu kwa wengine.
Kuna faida nyingi kwa mtu anayeutaka urais kujitokeza mapema. Ukiacha faida wanayopata wananchi ya kumtambua, ipo faida nyingine kubwa na muhimu kwake. Nayo ni ya kuupata urais. Kuwekeana vizingiti hakuna maana.
Katika kuthibitisha hilo, ebu turejee tena kwenye maneno ya Mheshimiwa Kikwete aliyoyazungumza alipohojiwa na Tido Mhando na yakarushwa kupitia BBC mnamo Oktoba, 2005.

TIDO: Wakati wa uteuzi wa chama, Rais Mkapa alitoa hotuba ambayo wengi walidhani alikuwa anakupigia debe wewe. Je, hili lilikushangaza hata wewe binafsi?

JK: Yaani wewe kweli mimi nitashinda kwa hotuba ya jukwaani pale. Ndugu yangu, nilishinda kwa jitihada kubwa ambazo niliziweka mimi na marafiki zangu. Ukweli ni kwamba ilituchukua muda kujijenga. Tulitengeneza mtandao wa watu nchi nzima wa watu wanaotuunga mkono. Tulifanya juhudi kubwa ya kuzungumza na wana-CCM.

TIDO: Lakini wakati kiongozi mkubwa kabisa, anapokuja mbele ya wajumbe na kutoa matamshi ambayo yanaonyesha dhahiri yanaelekeza kwamba yeye anamuunga mkono fulani, na ilijihidhirisha hata katika mkutano ule pale watu walipoanza heka heka za Kikwete…Kikwete moja kwa moja.

JK: Mimi sijui ni kupigiwa debe kwa vipi hasa. Hotuba ya Rais, yeye alichokuwa akizungumza tu ni kwamba… Mimi nadhani hotuba yake ilikuwa inasisitiza kwamba; kwanza alichokisema kwamba moja; CCM kama CCM, tuchague watu, lakini tusisahau huyu tunayemchagua sasa, hatimaye tutampeleka kwa watu.Na huko kwa watu, ni lazima sisi kama chama, kama tunataka kushinda, ni lazima tutambue matarajio ya watu. Kwa sababu haiwezekani muwe mmekaa tu pale kwenye mkutano, mkajifanya kama vile mmefunga masikio, yaani mmeziba masikio, na macho mmeyaziba, hamuoni na wala hamsikii huko mnakotoka wanasema nini.Lakini pia, hata wale wanakuja kwenye Mkutano Mkuu wanatoka katika kila wilaya ya nchi yetu. Ni vizuri kwao wakaangalia matumaini ya watu, na muangalie matumaini ya wale mnaowategemea watakwenda kupiga kura. Sasa, sina hakika kama kwa kusema hivyo alikuwa na maana yangu mimi!

TIDO: Kulikuwa na vitu vingi pale. Oh, mchague mtu ambaye amekulia kwenye chama hiki, anayekifahamu vizuri sana. Ukiangalia kwa undani, ukilinganisha na wagombea wenzako uliokuwa nao pale, sifa zote hizo zilikuwa zimeiva kwako.

JK: Lakini, niseme. Hivi, hivi ni mwana-CCM gani, atateua mtu ambaye hana historia na hicho chama. Hata kama utataka kunilaumu kwa hilo, bado nitaendelea kusema si kweli.

TIDO: Hapana si kwamba tunakulaumu, lakini tunasema alionyesha wazi kwamba chama kimchague Kikwete.

JK: Mimi sijui Bwana, sijui. Mimi ningependa kuamini kwamba nilifanya jitihada kubwa kushinda, na wasije wakafika mahali wakarahisisha mitihani niliyoipitia. Nilifanya jitihada kubwa sana. Sisi ni katika wale tunaoamini kwamba mwisho wa uchaguzi mmoja, ni mwanzo wa uchaguzi mwingine. Sisi tulianza mwaka 1995, tukaweka mkakati wa mwaka 2005.Nilifanya kazi kubwa kujenga mtandao. Nilifika mahali, kila mahali ukinitajia Ngara yuko nani, nakwambia yuko fulani. Nikawa nawajua watu kwa majina. Nimefanya kazi kubwa sana. Ndiyo, nakiri kwamba uzoefu wangu nao katika chama ulinirahisishia. Kwamba hawa watu ninawafahamu, nimeshaishi nao, ndiyo msingi ambao mimi ninadhani umesaidia.
Lakini wanaodhani nilishinda kwa hotuba ya Rais wanatafuta kurahisisha tu ili ionekane kwamba kama isingekuwa hotuba ile watu wasingenichagua. Hata kidogo! Mimi nilianza zamani. Ninaamini tu kwamba nilifanya jitihada mimi mwenyewe ya kuwaomba wana-CCM waniunge mkono, na ninashukuru walinikubali baada ya kuwaeleza nia yangu ni nini.

TIDO: Eh, uliwaomba wakupe kijiti ili nawe uweze kuliongoza taifa la Tanzania, na wao wamekupa, unafikiri sasa hivi uko imara zaidi kuliko miaka 10 iliyopita?

JK: Jibu ni ndiyo. Ni kweli tu kwa sababu, kwanza kwa maana tu ya uzoefu wangu katika utumishi wa umma, katika serikali. Lakini miaka 10 hii ambayo nimekuwa katika Wizara ya Mambo ya Nje, imenipa fursa kubwa na pana zaidi ya kuifahamu dunia na pia kufahamu hasa jinsi nchi zinavyoendeshwa.Nimepata uzoefu mkubwa wa kujifunza nchi zinazoendeshwa vizuri, na kwa nini wamefanikiwa. Nchi zinazoendeshwa vibaya, ni kwa nini wameshindwa.

TIDO: Kwa hiyo, unaweza ukasema labda unashukuru kwamba miaka 10 iliyopita ulikosa, na umepata mwaka huu sasa?

JK: Nilisema hivyo mkutanoni pale. Nilisema Mwenyezi Mungu, maana sisi Waswahili, ukishindwa unasema kila jambo ni kwa kheri ya Mwenyezi Mungu, eh kwamba pengine Mungu hakutaka, na alipokataa wakati ule alijua kwamba kuna ka-kipande haka ka-uzoefu ambako nilikuwa sijakapata, nami nikajitahidi kukapata. Nami nasema kwamba sasa nikifanikiwa kuchaguliwa nitakuwa Rais mzuri zaidi.

TIDO: Wengine wanasema hata hayati Mwalimu alikueleza hivyo siku ile hasa baada ya kushindwa, akisema nafasi yako inakuja, subiri. Je, hii ni kweli?

JK: Hayo yaacheni, tuzungumze mambo ya sasa.
